If you're seeing photos in the Photos & Videos section, but don't have photo uploads enabled on the phone app, then these are likely picture messages (MMS) that get automatically shown under Photos & Videos by default.

By default, the MMS picture messages that show up under the messages section also show up under Photos & Videos.
